Audio and Video: Because of the limitations (time) , most early Web courses were largely text-based and few Web sites provided digital audio and video files. Real-time delivery (streaming) of audio files is now possible even over a modem connection (which is what most students have at home) Hao-Jan Howard Chen describes the creation of a virtual language lab at National Taiwan Ocean University (in ReCALL 11:2 (1999) 20-30). He identifies several problems associated with using internet audio and video resources.
- The problem of web content (often too difficult, opts for ESL/EFL web sites)
- The problem of continuous delivery mode (non-stoppable, too fast, can't listen again, opt for web sites which provide interactive audio/video files)
- The problem of bandwith (web congestion because of traffic congestion)
Given these problems staff at Taiwan Ocean University opted to create an intranet site. They digitised Interaction 1 and 11 (two popular ESL Listening and speaking textbooks.)

- Disappointing (but safe)
- no copyright problem
- the learning material is well-designed
- it fits perfectly with the current teaching since the textbooks were carefully selected by faculty
They added interactivity by providing interactive quizzes to check comprehension. [sic] Feedback sent back immediately.
